A short queue inside a documented window is not proof of loss or insolvency. Document the pattern instead of making a public accusation from one pending screen.

Stage 6 — asset or network maintenance
An exchange can pause one withdrawal channel during node upgrades, hard forks, wallet maintenance or infrastructure incidents. OKX, Bitvavo and Gate all direct users to check asset or network status when withdrawals are delayed or canceled. Maintenance happens before broadcast when no TXID exists.

Maintenance is not permission to improvise another network
A suspended route can tempt the user to choose the cheapest enabled chain. That creates a new transfer requiring a new receiving address, memo, minimum and network check. Wait or rebuild the route from the receiver. Never treat a network menu as interchangeable delivery speeds.

Bitvavo describes a submitting-to-blockchain stage and possible mempool waiting.

The exchange user usually cannot bump a custodial withdrawal
Replace-by-fee and nonce replacement are wallet tools used by the party controlling the signing keys. For an exchange withdrawal, the exchange normally controls those keys and the transaction policy. Do not follow instructions that require importing an exchange address into a wallet or sending a second transaction to manipulate the first.

Stage 8 — confirmed on-chain but not visible at the receiver

OKX and Bitstamp state that once the transfer is confirmed or successfully sent, the receiving platform or wallet becomes the relevant support party. This state is no longer an exchange-pending-withdrawal problem.

Completed can mean sent, not displayed
Coinbase Exchange describes Completed as the point where a hash is provided. Bitvavo says Completed means the transaction was broadcast and should arrive according to the receiver’s confirmation rules. Do not expect every exchange’s Completed label to mean that the destination account has already credited the asset.

Canceled and failed are not the same as pending
A canceled request should return or release the balance according to the exchange record. A failed withdrawal can contain an error, automatic retry or refund process. Gate documents automatic reprocessing or refund for selected failures, while Kraken instructs users to read the Error field. Preserve the original record before trying again.

Cancellation is platform- and status-specific. Kraken says cancellation can be requested during Initiated and Pending, without guaranteeing success in every pending case. Check the current button rather than assuming support can recall a broadcast transaction.

Paweł requests an LTC withdrawal. For twelve minutes Kraken shows Pending with no TXID, so the exchange owns the queue. After confirmation, the recipient exchange still shows no balance because it requires more confirmations. The original withdrawal was not stuck in one place—the controller changed twice.

If cancellation succeeds, she returns to the receiver’s current deposit screen and rebuilds the route; otherwise she waits for maintenance to end.

One delay does not prove insolvency or fraud. Preserve evidence, stop adding funds and use relevant regulatory or law-enforcement channels when the facts justify escalation.

Small balances need a stop-addition rule
A pending small withdrawal is also a route test. Do not continue depositing or sending faucet rewards to the exchange until one complete withdrawal succeeds through the intended asset and network. Repeated small balances can become trapped behind the same minimum, hold or maintenance problem.
